Finland’s state-owned gambling operator Veikkaus will implement new age-based loss limits for customers starting Tuesday, June 9. The updated safety net system introduces specific checkpoints for younger players while removing the annual cap for adults.
The new regulations establish cumulative loss thresholds within a calendar year. Players aged 18 to 19 face a first checkpoint at €4,000 and an annual limit of €8,000. Customers between 20 and 24 years old encounter a checkpoint at €8,000 with a €24,000 annual cap. For players aged 25 and older, the first checkpoint is set at €24,000, but the annual loss limit has been eliminated entirely.
These rules apply to all gaming products except slot machines and table games at Casino Helsinki, which operate under separate controls.
Procedural Changes and Market Context
Once a player reaches a predefined threshold, the system triggers a notification. To continue playing beyond this point, the customer must complete a care conversation with a Veikkaus specialist. Susanna Saikkonen, director of sustainability, stated that the operator aims to identify harmful gambling patterns using real-time data.
She noted that lower limits for younger demographics serve as a preventive measure, as their financial situations are often still developing.
The regulatory update coincides with preparations for the Finnish gambling market to open to private iGaming operators in July 2027. This transition will end Veikkaus’ current monopoly. Industry consultant Jari Vähänen previously estimated the business value at up to €4.5 billion, based on a multiple of the annual gaming surplus.
